The Special Tribunal shall be competent to prosecute persons responsible for: - The attack of 14 February 2005 resulting in the death of former Lebanese Prime Minister Rafik Hariri and in the death or injury of other persons.
- The other attacks that occurred in Lebanon between1 October 2004 and 12 December 2005 - or any later date decided by the UN and Lebanon, with the consent of the Security Council - of which the Special Tribunal thinks they are connected in accordance with the principles of criminal justice and are of a nature and gravity similar to the attack of 14 February 2005.
The Special Tribunal shall apply the provisions of the Lebanese Criminal Code relating, among other things, to the prosecution and punishment of acts of terrorism, crimes and offences against life and personal integrity.
The Special Tribunal will be able to impose sentences up to imprisonment for life.
Imprisonment shall be served in a State designated by the President of the Special Tribunal from a list of States that have indicated their willingness to accept persons convicted by the Tribunal.
