|  | |  | André Rwamakuba was born in 1950 in the commune of Gikomero in Rwanda. At the time the events occurred, he was Minister for National Education in the Interim Government, a position he held until mid-July 1994. He was a member of the Republican Democratic Movement (MDR-French acronym).
From the end of 1990 onwards, André Rwamakuba, in concert with several other members of the powers in place in Rwanda, are said to have planned the extermination of the Tutsi population and the elimination of members of the opposition. In 1994 during the execution phase of this plan, André Rwamakuba and his colleagues are reported to have organised, ordered and participated in massacres against Rwandan civilians.
