Onesphore Rwabukombe was born in Rwanda in 1957. During the Rwandan genocide in 1994, Onesphore Rwabukombe was the mayor of the Municipality of Muvumba, in eastern Rwanda, and was a member of the local leadership of the National Revolutionary Movement for Development (MRND). The MRND was in power and the party’s militia, the Interahamwe, played an important role in the genocide and, in particular, the carrying out of the massacres.

Onesphore Rwabukombe is alleged to have participated in criminal acts between 1st October 1990 and 31st December 1994. He allegedly played a particularly active role in the mass arrests of Tutsis regarded as accomplices of the Rwandan Patriotic Front (RPF) who were massacred in Byumba in 1990. He also allegedly took part, in concert with Jean Baptiste Gatete, in the massacre of Tutsis in the commune of Murambi and the parish of Nyarubuye in the old prefecture of Kibungo. In addition, he is alleged to have encouraged residents to participate in Muvumba ethnic violence and massacres of Tutsis.

Onesphore Rwabukombe was arrested on 25th April 2008 by the German police in Gelnhausen in the Land of Hessen in Germany.
