Biljana Plavsic was born on 7 July 1930 in Tuzla, Bosnia Herzegovina. A Professor, of Biology, she was acting Dean of the Faculty of Natural Science and Mathematics at the University of Sarajevo.

She was a prominent member of the Serbian Democratic Party of Bosnia Herzegovina (SDS) from the time of its creation in Bosnia Herzegovina. According to the indictment, Biljana Plavsic had been a close associate of Radovan Karadzic and Momcilo Krajisnik (see "related cases"). From 28 February until 12 May 1992, Biljana Plavsic had been one of the two acting Presidents of the so-called “Serbian Republic of Bosnia.” or Republika Srpska. On 12 May 1992 she became a member of the three members Presidency of the Republika Srpska.

According to the indictment, dated 7 March 2002, it was alleged that, between 1 July 1991 and 30 December 1992, Biljana Plavsic, Radovan Karadzic, Momcilo Krajisnik and others had participated in a joint criminal enterprise.

In particular, they were accused of planning, inciting, ordering, committing or by all other means helping and encouraging the planning preparation and enforcement of the partial liquidation of national, ethnic, racial or religious groups of Muslims and Bosnian Croats in various municipalities situated in Bosnia Herzegovina which had been proclaimed part of the Serbian Republic of Bosnia. The goals of this enterprise were to be reached through a systematic course of oppression, such as laid out in the indictment.

Biljana Plavsic surrendered voluntarily to the International Criminal Tribunal for ex- Yugoslavia (ICTY) on 10 January 2001.
