Kamana Claver was born in 1940 in Rwanda. He worked as a businessman in Rwanda and it is alleged that he was a local leader of the Interahamwe militia. This group had been involved in organising the 1994 massacre since 1990. Kamana is accused of having organised and participated in killings between April and July 1994. The alleged acts were committed in the town of Runda located in southern Rwanda. Kamana is alleged to have been a major instigator in the running of the Rwandan genocide of 1994. He is accused of organising and supervising massacres, lootings, rapes, inhuman treatment, as well as inciting racial hatred.
Kamana has lived in France under a regular resident permit since 1999, where he unsuccessfully claimed political asylum.
Kamana was arrested on 26th February 2008 in Annecy on the basis of an international arrest warrant issued by Kigali.
