Dragoje Paunovic was born on 19 June 1954 in Mojkovac, Montenegro. Clerk by occupation but unemployed, he was senior officer of a small military formation of the Battalion of Rogatica, a Bosnian municipality located in eastern Republika Srpska.

In the period from May to September 1992, a widespread and systematic attack was carried out by the military and police of the Republika Srpska, and Serbian paramilitary formations, against the Bosniak civilian population in the area of Rogatica municipality and the eastern region of Bosnia.

The Indictment alleges that, on 15 August 1992, Dragoje Paunovic used 27 Bosniak civilians as human shields during an encounter between the army of the Republika Srpska and the army of Bosnia and Herzegovina, at Jacen elevation, in Rogatica municipality. After the civilians, who had been illegally detained in Rasadnik Camp, were driven to Rogatica by Radislav Ljubinac, it is alleged that Dragoje Paunovic issued a verbal order to his soldiers to tie the hands of the detainees behind their backs, and to bring them in front of Rogatica Battalion.

It is further alleged that, later the same day, Dragoje Paunovic lined up the civilians, ordered the soldiers to kill them, and personally took part in the firing. The Indictment states that 24 civilians were killed while three survived the shooting.

Dragoje Paunovic was arrested on 18 March 2005.
