Emmanuel Ndindabahizi was born in 1950 in the Gitesi commune of the Kibuye prefecture, Rwanda.
He was appointed Minister of Finance in the interim government on 8 April 1994 and held this position until the fall of the government in mid-July 1994, at which time he fled towards the DRC (Democratic Republic of Congo).
Emmanuel Ndindabahizi was accused of having played a role in the Gitwa Hill massacres, which took place between 17 and 26 April 1994. This was the place where thousands of Tutsi had taken refuge only later to be put to death. Ndindabahizi was also indicted for having taken part in the killings which took place at various roadblocks in April and May 1994 in the Gitesi commune of Kibuye prefecture, the region where he had spent his childhood.
Emmanuel Ndindabahizi arrived in Belgium at the beginning of 2001, where he took up residence legally whilst awaiting a decision concerning his request to be granted asylum.
He was arrested on 12 July 2001 in Brussels at the request of the International Criminal Tribunal for Rwanda (ICTR).
