Hiroshi Oshima, born 1886, was the son of a prominent Japanese family, his father Kenichi Oshima having served as Minister of War from 1916 to 1918. Following his graduation from the military academy in 1906, Oshima embarked on a successful military career, including a stint as Military Attaché to Budapest and Vienna from 1923-24. In 1934 he became Japanese Military Attaché in Berlin, with the rank of colonel. He spoke almost perfect German, and was soon befriended by Joachim von Ribbentrop, who was Hitler's Minister of Foreign Affairs. In 1940, he was appointed Ambassador in Berlin, where he remained till the Surrender of Japan.

Hiroshi Oshima, who was a believer in the success of the Hitler Regime, exerted his full efforts to advance the plans of the Japanese military, dealing directly with Foreign Minister Ribbentrop in an endeavour to involve Japan in a full military alliance with Germany. Upon his appointment as Ambassador he continued his efforts to force the acceptance by Japan of a treaty which would align Japan with Germany and Italy against the Western Powers and thus open the way for putting into execution the Hirota aggressive policy of the Army faction.

After the Surrender of Germany, Oshima and his staff were taken into custody. They were brought to the United States by ship, arriving on July 11, 1945. After interrogation and internment in a resort hotel in Pennsylvania, Oshima was returned to Japan. Although he enjoyed freedom briefly in his devastated country, he was arrested on December 16, 1945 and charged with war crimes.
